The New York City Department of Housing Preservation and Development is the key municipal agency involved in land-use planning and real estate decisions in the metropolis. Because of this pivotal role, the agency works hand-in-glove with the Office of the Mayor and is at the center of every major political struggle in the city, from planning post-9/11 southern Manhattan, to the potential use of the far west midtown rail yards, to allocating funds for low-and-moderate income housing.

Students placed at the department learn how top city officials in a crucial agency try to balance conflicting economic and political interests in the ongoing struggle over the distribution of public funds.
